Federal Tax Credit (Section 25C) expired December 31, 2025
The 30%-up-to-$1,200 federal insulation tax credit was eliminated by the One Big Beautiful Bill Act in July 2025. It is no longer available for projects in 2026. (If you had work done in 2025, you can still claim it on your 2025 tax return.) Utility and state programs below remain active.

OPPD Weatherization Rebate — Attic Insulation

- →What's covered: Attic insulation (new material only); must hit a qualifying R-value after install. Existing homes only — no new construction or additions.
- →DIY allowed: Yes — homeowners can self-install if they follow manufacturer guidelines.
- →Documentation needed: Before & after attic photos, tape-measure proof of installed depth in two locations, purchase receipts, and the manufacturer's R-value chart.
- →How to claim: Online portal at OPPD.com within 90 days of install. Rebate check mailed within ~60 days of approval.

Council Bluffs, Carter Lake, and Iowa portions of the metro
- →Insulation rebates: MidAmerican offers energy-efficiency rebates that include insulation and weatherization. The exact $/sq ft rate is updated annually — confirm current amounts directly.
- →Instant Discounts option: Some equipment rebates apply at point-of-purchase through participating contractors — no paperwork.
- →Eligibility: MidAmerican must be your primary electric or gas provider. Equipment purchased & installed January 1 – December 31, 2026.
- →First-come, first-served: Offered until annual funds are exhausted. Apply within 90 days of install.
Heads up: MidAmerican's 2026 rebate schedule focuses primarily on HVAC, smart thermostats, and appliances. Iowa-side customers should call 877-932-0616 or visit MidAmerican's rebates portal to confirm whether a standalone insulation rebate is active for their address.

Iowa IRA Home Energy Rebates (HEAR / HOMES)
Iowa Economic Development Authority · Not yet active
- →Iowa applied for IRA Home Electrification & Appliance Rebates (HEAR) and Home Efficiency Rebates (HOMES) — could provide up to $1,600 for insulation and air sealing for income-qualified households.
- →Currently not available. Timing uncertain due to federal DOE funding status as of April 2026.
- →Will not be retroactive — only projects done after the program officially launches will qualify.

Quick reference
- Federal 25C tax credit is gone (expired Dec 31, 2025) — don't expect it on 2026 projects.
- OPPD customers (most of Omaha + suburbs): Weatherization rebate + 3% low-interest loan available.
- NPPD customers (Gretna, outlying): $0.30/sq ft up to $600 — must add to an under-insulated attic.
- Council Bluffs / Carter Lake (MidAmerican): Verify current insulation rebate amount with 877-932-0616.
- All programs are first-come, first-served — earlier in the year is safer.
- Don't start a project you plan to finance through a state loan until the loan is formally committed.
Common questions
Is the federal insulation tax credit still available in 2026?
No. The federal Section 25C Energy Efficient Home Improvement Credit (the 30%-up-to-$1,200 credit you may have heard about) was eliminated by the One Big Beautiful Bill Act in July 2025 and expired December 31, 2025. It is no longer available for projects done in 2026. If you had insulation work done in 2025, you can still claim the credit on your 2025 tax return (filed by April 15, 2026). As of now, no federal replacement credit has been enacted.
Which utility serves my home?
Most of the Omaha metro on the Nebraska side is OPPD (Omaha Public Power District) — Omaha, Bellevue, Papillion, La Vista, Ralston, Elkhorn, and Millard. Gretna and some outlying suburbs are served by NPPD (Nebraska Public Power District). Council Bluffs and Carter Lake on the Iowa side are served by MidAmerican Energy. Your electric bill will say which utility you're with.
Do you handle the rebate paperwork for me?
Yes. We provide the documentation each program requires (before/after photos, R-value measurements, bag-count receipts, manufacturer R-value charts) and walk you through the application. You're the one who submits and receives the rebate check, but we make sure your paperwork is complete and submitted within the deadline.
Can I claim a rebate AND finance the project with a low-interest loan?
Yes — the Nebraska Dollar & Energy Saving Loan stacks with the OPPD Weatherization Rebate. Important: do not start the work or contractually commit to it before your loan is formally approved by the Energy Office, or you'll be disqualified from the loan program.
Are rebates first-come, first-served?
Generally yes. Both Nebraska utility rebates and MidAmerican's program have annual budgets that can run out before year-end, especially in fall when homeowners typically book insulation work. Earlier in the year is safer.
